Policy-makers and funders must develop policies and procedures that support and promote evidence-based practice with this challenging group of service participants. Service organizations must become more outcome-focused in their helping efforts. Direct practitioners, therapists, case managers and substance abuse providers must integrate their efforts to avoid redundancy and potential conflicts in treatment prescriptions. Systems integration has become a goal in most states as we strive to become more efficient and effective in delivering services to those most in need of support.
