Over time, both private and public sector investors have played roles in developing our infrastructure. Unfortunately, as the era of government-led and government-financed infrastructure comes to an end because of diminishing resources, alternatives must be explored. Governments in
Canada,
Australia and the
United Kingdom have long recognized the need to look for alternative ways to develop and construct both transportation and social infrastructure (schools, hospitals, prisons, etc.), but this concept is just starting to gain some acceptance in the United States. This teleconference will look at emerging trends - both policy measures and financing tools - that are becoming to be discussed, and even implemented in some areas, for meeting our country's infrastructure needs. Many thought the federal stimulus package would fill these gaps. While the bill provides some new tools that are just becoming accepted, significant opportunities for other nontraditional sources of support remain abundant. This teleconference will fully explore these opportunities, how they are being sold politically and how the deals are being structured. We will examine a few project examples for practical experience as well as explore where the infrastructure funding effort is heading over the next decade.
